I bought the avatar expansion and animated avatar, but when I try to use this (http://i.imgur.com/KJPVEBJ.gif), it never works.

To be honest I have no idea how that works, she/he/they may have found a work around or something.

No, it can be 150x100 too if you have the extension, assuming the image is a reasonable file size. (yours is 1.6MB which is ridiculous for such a tiny image)

I know that it is that for 100*100 pixels it is 253.9 KB, is the same of 150*100?

Yeah, it's the same for 150x100, goddamn annoying if you ask me
