Ok so now I have to get this permit? I've only got 27% approval rating, what do I have to do to make it go up? Isabelle said use Re-Tail, but what else?

If you follow Isabelle's advice you'll get there. Some of the things I remember is sell a piece of trash from the river, pick weeds, do requests for villagers, change the town tune and flag. And pay off your down payment.

Watering flowers with the watering can you get from isabell is easily the best option. You get 1% per flower watered (water it three times for it to count).

There are some things that will only raise your approval rating once a day (changing the flag, changing the town tune, writing on the message board, water all the flowers). The quickest way after you have exhausted all of these options is to do chores for the villagers.

20 points for getting the house, 3 for changing flag, 3 for changing town tune (once only), repeatable - pick weeds - 1 point, water flowers 1 point, sell trash 1-3 points, talk to villager - 3 points. think those are the numbers

How to earn 100% Approval Rating:

*A- Procure the starter house & paying it off.
*B- Design a new flag. (@ Mayor's Office)
*C- Mix a new sound theme for the town. (@ Mayor's Office)
*D- Donate a fossil to the Museum.
*E- Make a statement on the Bulletin Board.
*F- Sell an item to Re-Tail.
G- Complete quests for neighbors.
H- Pull all the weeds.
I- Pickup & send all trash to Re-Tail.
J- Water EVERY flower.
K- Write letters w/ a gift inside for each neighbor, including the new resident. (mailed @ Post Office)

*Note: these actions obviously affect your Approval Rating only once.

I heard someone do the flower glitch. Basically, you water a flower. Pick it up and put it back. Water. Rinse and repeat until you get there.
