Getting someone else's villager to move to your town?

So if you want a villager that's moving out of a friend's town, can you get him to move to your town any day after he's announced he's moving, or does it specifically has to be the day he's already packed?

It HAS to be the day they are packed(They pack on the exact day they said they were leaving). And you HAVE to have a spot available for the option to come up when you speak with the villager.
