Getting a picture from a villager?

I apologize if this thread has been posted before.

Does anyone have any tips to get a picture from one of the villagers in New Leaf? I haven't gotten any so far, but I've read that this came back to NL.

From my personal experience, I think you can only get their picture when they ask you to get signatures for a petition. Even if you do that, you're not always guaranteed to get their picture.

I just got Baabaras from doing the petition thing, but it's the first picture I've gotten and it's definitely not the first petition I've gotten for a villager

I got Zell's after he visited my house, so you don't have to do a petition.

I've gotten two pictures so far and they were not from getting signatures for a petition. One, I got from Rosie when she sent me a letter after I had gone to her house at the appointed time. I also got a picture from Kiki after giving her one of the fruits in my town. It wasn't a perfect fruit either, just a regular one. So I'm pretty sure it's random.

I think the way getting pictures is how many tasks you finished for a villager, and so far for me every 15 i have done i got a picture from said villager
for example
i did 15 for ed (the horse) and even though he left, he sent me his pic in the mail
i did 15 for hopper (the penguin) and on the last request he gave me his pic
I am counting so i can get the badges

i went to a dream town and they had k.k. slider's picture, does anyone know anything about how to get that one?
