I actually really like Rasher because of his amusing personality. Although there are a bunch of weird/ugly villagers I wish would leave my town as well, specifically Sylvia, Truffles and Tammi.
As someone who doesn't like to time travel, it can be hard to get them to leave, but they usually cycle out eventually. I've actually had villagers stay because 'I wouldn't miss them enough' or something like that, so making a villager dislike you is a bad way to get rid of them.
