General tips on where to place various PWP?

I just started playing New Leaf three weeks ago, and I'm really enjoying it. I'm trying to play kind of loose and not worry about things I can't control like villager house placement, but I'm having trouble figuring out where to put a lot of my public works projects. I don't plan on using paths, so right now I have a bunch of unstructured empty spaces where anything could go, but I don't really know where to start.

I know every map is different, but I was wondering if anyone had general tips of good places to put certain PWPs. For example - I put the fountain in front of the Town Hall.
 
Have you unlocked the dream suite yet? I’d recommend viewing YouTube videos and visiting dream towns to get a feel because for me at least I have to have a visual… and even then things will turn out different than I expected but I know some people also use grids to map out their towns down to the very last tile so it’s just what your preferences are in the end but always be double sure before placing the ones you can’t move, hope that helps?

I haven't unlocked the Dream Suite yet, but I will have to give that a try when I unlock it.
 
Speaking of hacked dream towns…

NEVER visit an address for NOCTURNE with heart symbols before and after the name… it’s hacked to corrupt your save data and I found that out the hard way. I contacted Nintendo about it and hope they removed it but wanted to mention it just in case.
By the way, you actually CAN control villager house placement, it’s called plot resetting and there’s a ton of info on the internet about how to do it if you’re interested.
