i've had gaston for MONTHS now. i had him in my last town before i restarted and he wouldn't leave then either, but it turns out i had never introduced myself. but now, i've introduced myself and other villagers have even left and moved in! but he still. won't. leave. how do i kick him out?!

I always go the high friendship route, and everyone seems to ping pretty often. I've only tried ignoring a villager once, but he didn't ping until I gave up and showered him with affection. Think it took less than a week after I changed my tactics. Good luck to you!!

I suggest TTing 6 days ahead (AFTER you have just told a villager to stay on THE SAME DAY), then TT back to your original date in one go (so it counts as only one day).
Then walk around your town and see if anyone pings. If there are no events coming up, then this should work.
If you're unsure, go to your 3DS Clock Settings and set the year ahead by one. Then go onto your New Leaf game and create a New Save File. Go through Rover's speech, and check your town map to see who has left. If someone's house is gone, then a villager wanted to leave. If no one's house is missing, no one wanted to leave. So, go back to your 3DS Clock Settings and change the year back. Load up your game, and walk in front of the villager who left 'one year later', or if no one has moved, TT day by day and walk around to see who pings. Tell them to stop, then rinse and repeat the 6 days method.

If someone says "ignore him" or "befriend him", keep in mind that villagers moving out tend to be RANDOM. My experiences?

I stand by the notion it is random.
How can you get Gaston to leave? Time Travel like there is no tomorrow. You can use the rumor/two days method.
Villagers who ping are random (I think the only requirement is introducing yourself to them), it's not based on how much you talk to them. Some people swear by ignoring them and others by talking to them a lot. For me, the villagers who have pinged me most have been villagers I talk to but not a lot.
If you don't want to time travel, just be patient. Keep checking in with him on a regular basis (so you'll notice if he pings you or if he mentions moving) but wait and he'll leave eventually.
