What counts as gardening and what doesn't?

I mean is it determined by the amount of flowers you plant, or the amount of flowers you have in your town?

its the number of trees youve planted via fruit, saplings, bells, and the number of flowers youve planted from seed bags i think.

Here's an interesting trick. This is how I got mine.

Cut down every fruit tree and plant the same fruits the trees were. I did that to my town and got my golden badge for it. I'm not suggesting to destroy your town. It's just quick.
