I dunno how much these rules have been enforced, but as a fellow cycler, can I give you guys some advice?
The dreamy proof for all villagers rule is a little crazy.. Some people claim villagers from cycling threads for 16 cycles or just to try out to see what they're like.. Having to provide proof for a villager you don't know if you want yet is a little strange for them
Also, while I agree that having a code word for adoptions is good, I only think it's useful for popular villagers.. The lesser popular villagers won't have people fighting over them, and it's less likely that people need to read rules for them, since it's only a simple adoption.. I feel like people not using the code word could result in a villager being voided just because they didn't read the code word that was buried in rules

Update: Peanut moved into Nara from campsite! Will be keeping her for my main town (she's a dreamie!) when she pings and then go borrow another 3DS when the time is ripe ^^
