You will have to ask that cycler but it means that Phoebe is a villager that they want to get rid of from their main town. I'm not sure if she's moving yet though. They will post it here if she is so keep an eye out ^^

I believe you are referring to my main town's Phoebe? Since she is in my main town, she'll take quite a long time to move (and furniture not original except bed). Hence if you are in a hurry for Phoebe, you may wish to lurk on cycling towns that have Phoebe up for adoption.
Just realized: Yugi Moto's Hyrule has a Phoebe too!

I got my second game today!!! So, I won't be using Tokyo as my cycling town anymore. I'll now be using my new town called, Vinewood! My villagers so far are: Francine, Poppy, Grizzly, Nibbles and Rowan. I'll update when new ones move in~
