Everything I can find says that the town tree reaches full size after 500 days and 500 hours of gameplay. I know I reached both milestones a while ago and yet it still looks like it's in the second to last stage of growth. I'm beginning to wonder if the number of days is higher than stated and if anyone knows how long it actually takes

Are you getting the numbers from the Activity Log? If so that is the problem.
It's 500 days and 500 hours (1 hour a day of gameplay only counts). Leaving the game running or walking away for awhile doesn't count as gameplay.

And does it have to be a consecutive hour? Would it count if I played for half an hour, saved, took a break, then played for another half hour?

Also I know I got 500 hours because Phineas gave me the gold badge for playing. I don't know what my activity log says but I'm probably in the 1000s by now
