Just came by and saw this, the frozen treats is obtained via snowman and there is no DIY card. If you ever get a DIY for the snowmen ice DIY set it's hacked. to get the recipe make a perfect snowman and they automatically add it to your recipe list. It's not guaranteed you'll get the frozen treats since it's a surprisingly large set.
