Its even weirder since it used to work for about a week before it started doing this
again.
Called Nintendo and they had no solutions for me :/ so I'm stuck like this unless I can get to my friends place.

I don't think it's firewall. They disabled firewall on my router and customized all my settings in router/internet settings on 3DS and it still doesn't work.

I'm gonna give them another call after my finals and see if I can get a wifi expert to help me out.
