Why does my town no longer have fossils?

Did you dig them up already? Four new ones spawn every day somewhere in your town, unless you've managed to cover every single spot of free space, then they will no longer spawn until space is made. They also cannot spawn if there are already four burried fossils in town. Hope I helped
