Can you 100% keep flowers on the beach?

But.. yes. Flowers can be grown on the beach, and can even breed on the beach.

Yes. I've had flowers on my beach since game launch and they are fine. However, I do have the Beautiful Town ordinance set. Not sure if that has anything to do with it.
