You will only be able to look for a new villager once they've moved out and their house is an empty plot. They will be in boxes the day after telling you they're moving, and then they'll be moved out the day after that. That's when you can start finding villagers on NMT islands again.

Edit: If you want to give your villager away to someone, they need to go to your island on Day 2 (when villager is in boxes). After someone recruits the villager to their island, their house will be empty and say "I've moved out". But, you can still only start villager hunting on Day 3
