First day of campsite

Ok in new town I set my camp a little too early as need to drop 8 personality cycle for a few villagers, as may be easier than waiting for all my dreams most not top tier to turn up. I unfortunately did set it to start next play day and have tried three days now, so here is my question, I have been hunting the camp for Flora after a few hrs and it's been days I give up. There should be a new each time but I am getting repeats which have never had happen. Also I have been through 151 possibles no Flora yet but if I go back with my alt to 6 am and try again do I have to keep seeing repeats, she has to show sometime right?

Now as the issue of repeats could this be due to having repeated time with the alt. If I go back to last mayor play time save and quit then start over trying will this fix the issue of getting a new each time, I will likely have to go through all I have already seen again and start a new log but if I do not change time should it go back to a new every reset. I have never had a new camp give me repeats before but may be when got tired for night and started again next day and next day kept setting back to 6am without ever going back with Mayor to day before. Or should I just keep going and hope as have been through 151 will come up soon.

Is it possible a character will not ever show on first camp day, this has never happened before....any advice on first day camps and a villager target?

the day after the campsite is completed (the day the ceremony is held) a villager will always show up. not sure about repeat villagers. good luck tho.

Yeah, I have never had a repeat but as have been going hrs with alt then backing up due to time is all I can assume why repeating. I could try going back to mayor before site was up and start again...but anyone else get repeats in a new camp, if never changed time backwards? If yes will assume it happens, if no will assume it was the time change and need to go back save on mayor and then start all over...Never once in any old town did this happen but I never broke the chain of time before with the alt either. Repeats in old camp sure, new..this is strange.
Only other reason may be is because an adoptee is trying to plot that day as well. One I wish I had not taken in as things changed a bit...but don't think I can stop her from coming if she accepted even if I tt back....
