Yeah he just turned up randomly today. Gave his good ol' "czar of Halloween" speech and I became his servant somehow.

When I logged in this afternoon I didn't see him, but tonight he was right outside my house!

I found Jack hanging around near my campsite (Which is near a cliff.)

Maybe hubby will find him today.

Also, just for added info, I usually visit Booker first thing when I start playing. Yesterday Booker said nothing about Jack and I ran across Jack while fossil hunting. I remember that in WW there were certain visitors that Booker couldn't tell you about. In that game he could only tell you about the ones that came through the gate. I know that is not the case in NL because he lets you know about Gulliver who washes up on the beach. Maybe he can't tell you about Jack because he kind of apparates into town? I saw his disappear in a poof when he was done telling me about Halloween.

I found him in my town on the 1st but then my 3DS died! I struggled finding him again.. i only found him late on.
