Final peppy villager, Winnie or Dotty?

Hi, I am trying to decide who my final villager will be. I have Dotty right now, and I like her.

I sort of miss Winnie, but I have her in the shopping center of my other town, so I can still see her. Since that town is complete, I know she'll be there. I just can't do favors for her since she isn't actually in my town.

I know Dotty is a bit more popular and I couldn't care less about that.
The only thing about Dotty that makes me consider trading her is the eyes that go red.
With Winnie, she is a bit ordinary. Other than that, I like them equally.

Dotty is already in place, and I think I should probably just let things be since I can't decide anyway. Just curious what you all have to say

Her eyes are a little freaky to me, but it does give her character. I could get past them.

As I've in a previous thread before, Winnie is the absolute choice especially for horse lovers.
First off, her name! Also, there is a star on Winnie's forehead because a small marking on a horse's head is called a "star". Winnie also has a ponytail and her catch phrase is "hay-OK!"

I used to have her in my previous town before I restarted. I haven't met her in any dreams or other towns yet. Her design does look "peppy". I have Dotty in my town right now and let me tell you, SHE IS A NUISANCE. I do miss Winnie....

I am pretty torn on this one myself. When I first took a peek at the Peppy villagers list to choose my Peppy, Winnie was actually one of my favorites. But having said that-

This is difficult; I like them both. I think I'd go for Winnie because I don't come across many horse villagers and I really like them. I love Dottie's eyes, but I think I'd lean towards Winnie.
