Fastest way to get Town Developement Permit?

I just reset my town, and I want to start with bell boom ordinance and some nice signs that I designed for Retail and Town Center. Fastest way to get that Permit over with?

I think I took like 2-3 (in game) days to get the permit for my new town..
Not sure if all of these would help, but I did..

- talk to all villagers (introduce yourself) and do favors for them when they ask
- pick out weeds
- fish up trash / garbage (like boots, empty cans I think?)
- water flowers & plant flowers or trees
- design a town flag and town tune
- write & send letters to villagers

i finished mine in two days of ingame time, with a tiny TT.
getting a house will net you around 20% if i remember correctly, museum donations were 6% or 7%, watering flowers and fulfilling villager tasks was around 3%, posting a note on your bulletin board also gave some points, selling items as well as trash helps, weeding also i think? i also gained a tiny boost when catching a flea from a villager, but that might just count as a fulfilled task!
you basically earn points for everything, so you should get there fairly quickly by playing intensively.
