That's not the fastest, I'm sure. There can only be one villager in Re-Tail at a time.

Or you can just time travel, send them letters before a mail round, check their houses a few minutes after mail is delivered, and reset if you're unhappy with the result. That's probably easier than the Re-Tail method, since only one villager can be in Re-Tail at a time and there's no guarantee that it'll be the one you want.
