Face cutout standee help?

I've had a face cutout standee in my town for a while now, and i've wondered how people make them. There is no option when you make a PRO design at the Able Sisters for "Face cutout standee"
Does anyone know how? Is it something i "unlock"?

Just walk up to the front and interact with it. It'll give you the option there.
