EV Evolutions

Hey, quick question.

I'm raising a magby into a Magmortar with SpA EVs. I was wondering, since every pokemon can only have so many evs, does the counter reset when that pokemon evolves?

IE: So if my Magby had 150 EVs in SpA and then it evolved, would my new magmar still have all the extra points, and be able to EV Train like a brand new pokemon?

The EV Points stay the same.

so if my magby has a max EV Allowance of 250 and it already has 200, when it evolves into magmar it can only get 50 more EV points?
