European or German 3DS/ACNL?

I plan on getting a German 3DS next year, along with another Animal Crossing New Leaf
I am having trouble on what 3DS I need. Do I need a European 3DS? I do not believe that their is a German 3DS. If I got a European 3DS would I still be able to play Animal Crossing New Leaf in German?

i'm pretty sure it's always region-locked. which means, if there's a german animal crossing, there's a german 3ds as well.

Nah, the regions are more like continents. A German animal crossing is European, and will run on any European 3DS (eg. a British one).

With a European 3DS, you can just change the language of your 3DS to German, and the game should run in German automatically.

So i can buy a european 3ds and european Animal Crossing New Leaf, then change the 3DS' language to German?
