English 31 Countdown exclusive item ???

Hello, I would like to have all exclusives items, but I don't know about the "Blow Streamer" which is the item giving at 31 Countdown for english players.

Someone have a picture of this item ? It is really the "Blow Streamer" as we can read on lot of internet pages ?

I think no, only the 31th of december.

But I don't know if english players can get this item or other...
