Editing Topic Titles that aren't yours

First time editing topic titles was implemented, I found that you could edit other peoples' threads' titles. Or so I thought.

I left a page for 30 minutes to see if the title had changed, no luck. By the way, I tried to change it to something like "eirjoeirjgoerigjorgjogij"
