Easiest way for villagers to suggest PWPs?

Im trying to talk to everyone one of them everyday but noone has suggested anything? Is there a wait time or...???

There's something called the diving trick. Put your wet suit on and swim to the corner of the map. Let the game on for 5 minutes or so, and when you get out of the water and return to the main land, a villager should suggest a PWP. Rinse and repeat.

Another thing to note when you do the diving trick is to have your pockets full of flowers, mushrooms, etc. This is so villagers won't give you items, ask to deliver something, or ask for an item in your pockets. It narrows down the ping options.

Put a wetsuit on and swim far enough out that none of your villagers can see you, after 10 minutes return back to shore and a villager should ping you. Most times they end up suggesting a public works but it could take a few tries

if you dont have a wetsuit you can go to a part of your town no animal really goes to and move your character once every half a minute or so

it's better if you do it while watching stuff
oh and do it for 5 minutes or it wont work

In my time with this game,I've found that generally if you have a high level of friendship with villagers,they tend to suggest more PWPs.Also,my villagers usually suggest PWPs right after I start up my town or after I've been playing for at least fifteen minutes or so....not really sure why that is.

The dodging method is by far the best. If you're wanting to get pwps from a specific villager, just push them into an area neesr the beach and dig holes around them, then do the diving trick but only run in front of them.
Also, as nunnafinga said, having a higher friendship with villagers for this definitely helps.

This will definitely come in handy for me. No villager has suggested the police station yet on my main town (which I've had since release date)

Villagers seem to only suggest public works to me if I change something on the outside of one of my character's houses like the mailbox or fence. I haven't tried the diving trick though. Maybe I'll see how that works.

I will repost this, because another member asked this.
To get more new Public Work Projets I use the Diving Trick, I'll explain you this trick now.
At first, you have to see where your villagers are, than, be sure of having your pokets full of flower and go swimming in the sea. swim until the water limit and don't touch the 3DS for at least 5 minutes (personally, I don't touch the 3DS for 10 minutes). After 5-10 minutes go in your town and wait until someone bump on you and permit you to have the Public Work Projet. :3
If that doesn't work redo it until you get the Public Work Projet you want; be careful to NOT speak to anyone or even use a megaphone ! At the end, remember that each villager personality permit you to have specific types of Pwps.

A tip: trap your villagers by digging holes around them. This means you know their exact location which can make it so much quicker.
