Well for me i'm trying to make a food town.. so my dream is to have villagers filled that fit this criteria

They're just random villagers you happen to like. You decide who is a dreamie or not.

Personality may be part of it, though I think their designs is the main thing people take into consideration when deciding who they want.

Oh, and people may be deciding based on sentimental value as well.
