Dream town?

Ive been playing for a year, and it was suggested to me by the retail location where i bought my 3ds cuz i had it upgraded from ds lite ( i know old haha ) so im not exactly new at this, i am slightly more active sometimes and sometimes not, but what is a dream town and dreamies?

A dream town is your town but in dream mode, so others can visit, see your town and explore without your town being ruined
Dreamies are villagers you desperately want in your town
