Does the town still count if you visit it more than once or do you have to visit each town individually for it to count for your badge?

You can visit the same town multiple times and it'll still count towards the badge, same as if you're visiting an actual town multiple times.
Just a tip though. If you're trying to get the dream badge in as little time as possible, it's probably best just to visit random dreams that Luna generates for you. You don't have to walk around or anything just dream, hop out, hop back into bed.
