you can access your old island's dream address from your new island, yes
and as for how long it'll last, as I've never been aware of nintendo routinely mass purging dreams, so long as nobody gets it taken down via a report, it should stay until the end of the service. or if we ever get some welcome ammibo-esque update that forces everyone to reupload their dreams, but as new horizons has managed to do updates without killing dream islands, I feel we may not have to worry about that this time
