Don't understand the reset method?

Ok so I've seen a couple people say that once you see a plot you can reset to change where they are. How does this work? I tried just turning it off and back on and they're still in the same spot.
 
You have to create a new character, before loading the game on any of your existing characters. When you choose an existing character, the game will generate the new day and then save. When you create a character, the game generates the new day but doesn't save.
 
Each day the town resets at 6:00 AM. The trick is to scout your village with a newly created character sometime after six in the morning, before you have Isabelle load your town for your Mayor character. If you see Isabelle preparing your town, it's already too late--everything will already be set for the day. From the menu you have to select to start a new save file. That loads the Rover sequence on the train, completely bypassing the town setup for the day. Once you go through the Rover train sequence and you're the new character in your village, you can scout around. Don't like the camper at your site, or the house plot for a new villager, just turn off without saving and do the whole Rover train sequence again.

If you like the villager plot and/or the camper at the campsite. Go talk to Isabelle in Town Hall. She'll send you to Nook's to get a home. Have Nook build your tent. Go back and see Isabelle for your town pass card. The game will save at this point and allow you to save and quit. Once the game takes you back to the main menu, you can select the character you just created and have Isabelle destroy your house (DO NOT DO THIS WITH YOUR MAYOR CHARACTER--only the new character; that's extremely important) to delete the new character. Go in as Mayor and the camper and/or house plot will be exactly where they were when you saved the game as the character you just deleted.

So long as the first town load of the day is a new character, you can reset as many times as you want and get new town results each time.
 
Okay, thank you so much for explaining that in full detail. But the thing is, I never know when someone is going to set up a plot, so should I just start with a new character every day to be safe?

It sounds like it would be worth the effort for you. I should be doing that too... had I remembered this trick I wouldn't be stuck with stupid paula x_x

Oh does it change the villager that is moving in when you reset or just the spot?
 
It changes both ^^

If the person is moving in from WiFi you may have a small chance of getting someone else
