Does the secondary player have a say weather villagers move or no?

I'm just wondering because I let a 3 year old play and I'm worried sometimes that a villager might want to move but they have there own character so I'm curious

I'm not too sure, but I can see how that can become an issue (if that's the case).

i know from experience they can get the prompt for the villagers to move, but if the original player / player 1 talks to the villager the second player told to move before they're in boxes, you should get a prompt telling them to stay instead !
