Does the coupon exchange rate change?

For some reason, I always thought it was 500b for every coupon, but I checked today and it's 3kb for each coupon.
I just sold most of my stash for over a million. :3

It's apparently always 3k.

Good question, though. I really thought the rate fluctuated and was actually kind of hoping it was like the stalk market.
