Does the 16 cycle still exist?

I know if a neighbor moves out you can move them back in with the power of amiibo cards, but can you adopt a neighbor back in from someone else? Or do you still have to do that cycle?

Well, if you own the amiibo cards and scan them, the 16 villager cycle doesn't exist but if you move villagers from someone else who has them, it still exists!
