I think you can only get it by powersaves, and even so it's not tradeable. However that info might be outdated idk.

prabha is right, i made myself a few to give to friends and if you try and trade with one you get an error saying "there is a pokemon in your party that cannot be traded"
same with gts and wondertrade, you can still use them you just can't send hoopa over yet!
