Yes, it does. Just change your wii system language. I changed mine to french :]

I visited my mexican friend's town (he does live in mexico), normal speaking was english but certain things were still mexican, what i noticed, a sold out item card in mexican, starter designs were made by different ppl and designs were written in mexican. But yeah, system language thing changes it. (My friend didn't know what tag was 0.o)
On a side note, he's a pro at MKW, he plays as ΔΥ
