When i try to put on an animation avater or a moving one on the URL it says Member avater and wont let me. How will i put on animation avaters?

What kind of file type is it? Also, the file size might be too large. I forget what the limit is, however if it's an animated image, it could go over it.

Oh, if it says member avatar, you might also have a URL that doesn't work. Try uploading the image somewhere else.
