You can bury 99k, but the chance of it getting 30k bags or even sprouting money won't go higher than 90%.

Depends. If you bury 1,000 Bells, you only get a 1% chance of it growing.
Keep adding 1,000 and the chance will increase by 1%, but it can't go higher than 90%.
