I have a small forested area in my main town, Magnolia. DA's in my signature if you'd like to run around in it. It's not quite done since I ran out of Mushrooms.
I'm in the process of working on a second, more expansive forest, but it didn't make it into that DA update. o:
I have a tiny orchard in the Northwest corner of my town, snug between a river and the railroad. c:
It's a perfect apple orchard of 28 trees.
The rest of my trees are used as deco around the villagers' houses.

I've seen other towns - like Clambake and I thought that Clambake was honestly.. really ugly. I thought that yours in comparison was so pretty and adorable - I really like how you made the rocks that you can't break look natural and there aren't many public works projects - just like a real forest. Even though some areas were empty, I thought of it as a glade. I had a lot of fun exploring your town - even though you say it's a WIP, I think it's already very pretty. c: Do you have any specific pattern in which you plant cedars? I'd like to make a forest myself and I'm not sure how to make it not look crowded. c: Oh, and what kind of bushes are the sort-of dark ones?

All my empty areas are just places I haven't figured out what I should build there yet. xD; My haunted/spirity bamboo forest is going in the huge space beneath my house, and there are flower fields in progress behind my house and beneath the plaza. Once they get a little more finished, I'll update it again~
When I'm working on forests, I start by gathering all the saplings/bushes I want to use and clearing the entire area of everything so I have a blank canvas. Then I dig holes. Each hole represents a tree. They have to be at least 1 space apart, so seeing the holes visually helps. Can't walk between holes? Not enough space for a tree. It also helps to stop your forest from turning into a grid of trees (an orchard). I like my natural town to be sort of winding and flowing. I want the paths to meander and for things to be a little out of alignment. So I use the holes to make sure that the trees to follow will be sort of unevenly planted, but still providing ample coverage and not look too thin. Then I go and I plant all the saplings at once. Once the trees have grown more or less to full size, I go and put bushes around where I think they would guide the path the best.
The bushes in my cedar forest are all Blue Hydrangea. The ones in the Bamboo/Water area are Sweet Olive. The ones in my villager neighborhood are White Azalea. The ones in that ridiculous main path going to Retail/the dock are Red Hibiscus. Here's a handy guide to bushes:

My town is turning into an exercise in different landscaping ventures. I have a standard pink/pastel walkway planned, too. And a tropical area. The main reason I don't have a lot of PWPs built is because I don't have very many unlocked. xD; So I put flowers instead.
What kind of atmosphere did you have in mind for your forested area?

No, no, I think your town looks better with not that many public works projects. You should probably only use the wooden bridge or zen projects though. c: Ooh, a tropical area? That should be on the beach or near the beach. ^^
I was thinking of putting a ton of black and white tulips down and planting cedars to make a sort of monochrome forest - because I always thought that black hybrids looked chocolate brown so I've become a fan of monochrome. c: Would that look good? I've never seen it before.
