Absolutely bugs, no doubt at all! Of course you can miss sometimes, but... fishes are so stupid in this game they get under my skin! 
It's been very long since I completed all my 'pedias, and already have gold bug-catching badge and I think I'm kinda near to fishes too. But it ennerves me so much! You have to be exactly in line because if you aren't, the fish won't see the bait even if is just 1mm away. Many times happened too when they bite with the distinctive plop, they slip away anyway. Also when I am waiting for them to bite after they saw the bait and ALREADY bit once, they suddenly lost interest and let it go, or change the direction they are swimming and I have to re-spot myself in line again!!
... Ok, sorry for this unwanted rant, but I really needed to vent this out, uff!

I love bug catching more, it's so much more open than fishing. Fishing is in one spot and at rivers. Bug catching is everywhere, you can see what you're going to catch and it's so much more active, you have to creep up on then and run to them, it's so much fun!

The fishing collection is easier than the bug collection.
I do like catching bug more. It's there and all you have to do is swing the net.
For the fish it's a pain waiting for the hits or it bites too fast. I prefer fishing in town with the golden rod when doing the amount caught badge.

I love catching sharks, however, I get too nervous and something reel it in too soon! >.< I also prefer bug catching because I can see the bugs around
