Do You Need A Japanese 3DS For The Japanese Animal Crossing: New Leaf?

I'm gonna get Animal Crossing: Jump Out which is the Japanese version of Animal Crossing: New Leaf, but I'm not sure if I need a Japanese 3DS, if I do I will just not get it.
