Do you have to have 10 villager before one of them move out?

No, at the very least, they can ask to move out when you have 9 of them.

Do also keep in mind that they cannot move out of your island without first asking your permission.

I only have 8 villagers (and one open plot) and someone told me that they were moving today!

Yes! I do believe once you have 8 villagers, they can start requesting to move
