Do you get Booker's rv if you have Copper?

I have Booker as my police, so I was just wondering if you get Booker in your campgrounds if you have Copper as your police instead.

Yes, I had him the day after I built the police station but I don't know if that happens all the time.

I get Copper's RV as I have Booker in my town.
