Sometimes i feel that way when i'm playing. Like right now with my Plaza. I really don't know what to do there!
When i feel that way i stop playing or play other game and a great idea come to my head.

What do you do when this happen to you?
 
This happens to me all the time. It gets frustrating, for sure. The thing that helps me the most is to visit a ton of dream addresses or look at pictures of people's towns on pinterest or tumblr!
 
I have to take pretty frequent breaks from the game because I get a little bored. Right now I've got six villagers circled around my Re-Tail and it's driving me crazy. I'll probably play more once school lets out for summer.
 
I don't get bored, it's just frustrating when Villagers don't ask for PWPs or when you just can't realize how can you make a Zone Work (because that horrible stone is right there)...
 
This is happening to me right now :( I don't know how to landscape in front of my train station. Ugh. But I'll figure out, just the same way I did with the rest of my town :) Just gotta stay positive and the ideas will flow!

Sometimes my best ideas come when i'm about to sleep. I'm like... "C'mon! I'm trying to sleep here you know?"
