Do villagers only move once we reach max capacity?

I have Gaston and really want to get rid of him, his house was in a spot I wanted to put another villager.... Also, do I have to time travel? How long would it take if I don't time travel?

nopee, my friend only has 8 villagers on his island and one of his starting 2 asked to move. I dunno how long it takes because we both started at the same time and I have 10 villagers and none have asked to move. Seems to be random.

I only had seven villagers when the first one asked to move.I wasn't trying to get that villager to leave so it was pretty much out of the blue.
