Do villagers avoid...?

When you drop furniture and saplings and things on the ground, do villagers' plots avoid those items when plot resetting? It seems like they do, so could this be a way to help influence where they plot? Or can they still plot over these items?
 
Villagers can plot over items. Those items will be lost unless you have a police station in which case you can recover those lost items.
 
As far as I know, the only place they won't put their houses is on public work projects. I've never known them to avoid an area just because there were items dropped on the ground
 
If you leave any items or hybrids on the ground, new villagers will seek and destroy them.
 
The only thing that stops a villager plotting in a certain spot is a pwp. items on the ground make no difference.
I recommend the fountain because it's cheap, large and you get it from the beginning.
 
Pretty much the only use for the fence PWP is being able to stuff 6 things inside of it to prevent villagers from moving on or near said flowers. My best suggestion if you want to avoid losing items is to place your valuables on the beach, and for flowers, definitely place 2-4 of each color (mainly hybrids!) so if a villager comes and moves on all your hard-earned blue roses, you can rebirth them with the few you saved.

But yeah, placing PWP's, sticking items on the stones in the plaza/retial/etc or on the beach is your best bet. Villagers don't care if your royal crown is sitting on the ground, they'll plop their house there if they want to.
