Do I need 100% approval rating before villagers ask to move out?

I need to make space for 3/4 more villagers in my cycling town but haven't been working for the 100% approval rating. I kinda DON'T want to work for it either since I'll be resetting it once I move all of my main town villagers out. But do I need the rating to have villagers ask to move out?

If you reached it before your fine, if you never reached it then yes, also you need 9 min villagers in town for some one to ask to move. Hope this helps

Nope. I know this 'cuz Pietro moved in and then right out again within a week, and I never spoke to him once, not even to welcome him to my town.

Are you sure? I've been on 10 villagers for a couple of days and no one has pinged me yet D:

you don't need your mayor approval rating for villagers to move out. i've cycled villagers in my bfs town without it. but it gets annoying when isabelle tells you to get it every time you start up your character. ;-;

I've heard you need to get through the tutorial messages that you get when you first talk to your villagers. I don't know if that's true, but it can't hurt to try. This is when they say things like, "Did you know you can take pictures with the shoulder buttons?" etc.
