Do gifts on the ground count as trash?

I was wondering I want to keep my town in perfect rating but I want clothes and hand helds on my town for dream town purposes, so if I wrap it as a gift, will it hinder my town rating?

Unfortunately you can only have ten items on the ground, if you have more it will count against perfect town status. You could upload your town and then remove the gifts so your town will be perfect again.

^ Exactly what roseflower said. I have a room in my museum to hold all my presents so I can pull them out in my town when I get my dream town done. Cause I don't want to lose my perfect town either.

Wrapped gifts will not affect a perfect town rating. My town is covered in wrapped gifts for dream purposes and decoration and I still have a perfect town rating. I also have unwrapped things on the ground but not many as these will affect the rating. I'm not sure how to provide proof though, I can take a picture of me talking to Isabelle about the town rating if you like but I don't think that shows the current date.
