Do facilities count in Paradise Planning

As I've understood you need 25 homes to be able to use furniture from PP on your own island? Do facilities count?

Yes it does count. You need to built 4 facilities and its actually 30 Vacation Homes to unlock the villager home customization on your island.

Well there is a limit and its when you build every single villager vacation home (including all Special NPCs and Sanrio villagers) The only thing is after its done you can only change their homes and thats it.
